The training referred to in paragraphs 1 and 3 may not be at the workers' expense or at that of the workers' representatives. The training referred to in paragraph 1 must take place during working hours. The training referred to in paragraph 3 must take place during working hours or in accordance with national practice either within or outside the undertaking and/or the establishment.SECTION III WORKERS' OBLIGATIONS
