Any request by an administering Member State under paragraph 5 shall include: evidence that the aircraft operator has not complied with its obligations under this Directive; details of the enforcement action which has been taken by that Member State; a justification for the imposition of an operating ban at ►M9 Union ◄ level; and a recommendation for the scope of an operating ban at ►M9 Union ◄ level and any conditions that should be applied.
