(c)
an assessment of the need for closure of existing waste installations, and for additional waste installation infrastructure in accordance with Article 16. Member States shall ensure that an assessment of the investments and other financial means, including for local authorities, required to meet those needs is carried out. This assessment shall be included in the relevant waste management plans or in other strategic documents covering the entire territory of the Member State concerned;
