identifying and addressing inefficiencies in the functioning of the food supply chain and supporting cooperation amongst all actors, while ensuring a fair distribution of costs and benefits of prevention measures, which may include tackling market practices that cause food waste and supporting the marketing and use of products for which a derogation from Article 76 of Regulation (EU) No 1308/2013 of the European Parliament and of the Council ( 13 ) was granted pursuant to paragraph 4 of that Article, only under the conditions, if any, subject to which such a derogation was granted;
