in the second paragraph, the first and the second indent are replaced by the following: ‘— there is an infringement of point (c) of Article 33(4) or of Article 34(6) of Directive 2014/24/EU, and — the contract value is estimated to be equal to or to exceed the thresholds set out in Article 4 of Directive 2014/24/EU.’;
