Abweichend von Absatz 2 können die Mitgliedstaaten, sofern gerechtfertigt und nach Genehmigung durch die Kommission, eine niedrigere Mindestzielausstattung als die in Absatz 2 genannte Zielausstattung gestatten, sofern die folgenden Voraussetzungen erfüllt sind:
