6. Supervisory authorities shall exercise the powers referred to in this Article in accordance with national law: directly; in cooperation with other authorities; or by application to the competent judicial authorities, which shall ensure that legal remedies are effective and have an equivalent effect to the penalties imposed directly by supervisory authorities.
