The Blue Guide on the implementation of EU product rules (the 2022 version is the latest version) (37) provides useful information for businesses. It provides a comprehensive description of the EU laws regulating products and of the context within which the GPSR applies. In particular, the Blue Guide explains (in Sections 1.2-1.3) the difference between harmonised and non-harmonised products from a product safety perspective, when it comes to the presumption of safety, market surveillance and obligations of economic operators. The functioning of the market surveillance in the EU is also further explained (in Section 7).
