Section 461(3)

It does not apply to disclosure to— the Secretary of State, the Department of Enterprise, Trade and Investment for Northern Ireland, the Treasury, the Bank of England, the Financial Conduct Authority, the Prudential Regulation Authority, or the Commissioners for Her Majesty's Revenue and Customs.
