Schedule 12, paragraph 6

The functions of the Commissioner are to be carried out by the deputy commissioner or deputy commissioners if— there is a vacancy in the office of the Commissioner, or the Commissioner is for any reason unable to act. When the Commissioner appoints a second or subsequent deputy commissioner, the Commissioner must specify which deputy commissioner is to carry out which of the Commissioner's functions in the circumstances referred to in sub-paragraph (1). A function of the Commissioner may, to the extent authorised by the Commissioner, be carried out by any of the Commissioner's officers or staff.
